An IAEA resolution critical of Israel's Nuclear program was passed with 49 votes for , 45 against, and 16 abstained. The resolution, marked a victory for Arab states and others who have pushed for the move for the last 18 years.
On the Nuclear subject, Israel has always maintained a policy of nuclear ambiguity, neither confirming or denying that it has a nuclear program or possesses nuclear weapons. But it is widely believed that Israel to possess several hundred nuclear warheads, as well as the means to deliver them.

The UN nuclear assembly has called in a non-binding resolution for Israel to open its nuclear facilities to UN inspection and sign up to the non-proliferation treaty.And have voiced concern about "Israeli nuclear capabilities" and urged the International Atomic Energy Agency (IAEA), the UN's nuclear watchdog, to tackle the issue.
Israel vowed it would not co-operate,
"Israel will not co-operate in any matter with this resolution which is only aiming at reinforcing political hostilities and lines of division in the Middle East region," said David Danieli, the chief Israeli delegate.
The resolution was sponsored by Arab nations and supported by the Organization of the Islamic Conference and many developing countries.
While the objection came from Israel and what is commonly called "Western states" the U.S., U.K., France, Germany, Canada, Australia ...
Canada even tried to block the vote with a "no-action motion", a procedural manoeuvre that prevailed in 2007 and 2008, but lost by an 8 vote margin.
The amazing unrealistic fact is that the western states are the ones harassing Iran over it's nuclear program even if Iran guarantees it's a "peaceful" one, while they object any pressure over Israel MILITARY NUCLEAR program !!!
